What's up with the draft order? It's too late to do anything about it, but why am I picking 30th?

The Packers won the SB so pick 32nd, and the Titans as runners-up pick 31st.

But the Patriots had a better record than me, as did the Chargers who won our division, so at worst I should have picked 28th.

It's probably not a big deal but just seemed strange to me. Is draft order randomised at certain points?

Thank you, but my team was really bad. Too many TOs, the pass at the beginning that was intercepted, was catastrophic.
